Uzbekistan to Launch Online Power of Attorney Platform from 1 January

Tashkent, Uzbekistan (UzDaily.com) — On 25 December, the Cabinet of Ministers of Uzbekistan approved the regulations for an online platform for issuing and tracking electronic powers of attorney.

The new platform, available at vakolat.uz, will begin operation on 1 January 2026. It will allow citizens and organizations to issue, modify, and revoke powers of attorney, as well as verify the authenticity of documents.

Electronic powers of attorney issued via the platform will be mandatory for acceptance by government bodies and other organizations and will be required for accessing public services through an authorized representative.

Legal entities will be able to voluntarily register powers of attorney previously issued by them on the platform.

Use of the system will be free of charge. The platform will also include powers of attorney issued through the “Notarius” system, whose electronic versions are legally equivalent to paper documents within Uzbekistan.

To issue a power of attorney via Vakolat.uz, applicants must authenticate through OneID, submit a request, and certify the document using an electronic digital signature or Face ID. The power of attorney is then automatically generated and sent to the relevant parties.

The validity period of a power of attorney is set by agreement of the parties, with a maximum of three years.

Changes to a power of attorney can be made in cases such as a change of name, updates to biometric passport or ID card information, or changes in the name or legal form of an organization, including extensions of the document’s validity.

The Ministry of Justice will operate the platform and maintain the electronic registry of powers of attorney. Document search by unique number will be available to all users.

By the end of February 2026, a mobile app for Vakolat.uz is expected to launch, along with integration with the “Notarius” system.

President Shavkat Mirziyoyev had previously instructed the launch of the platform under a decree on improving public services, emphasizing the importance of free issuance and verifiable authenticity of powers of attorney.
