Uzbekistan to Introduce Proactive Temporary Disability Benefits
Tashkent, Uzbekistan (UzDaily.com) — President of the Republic of Uzbekistan Shavkat Mirziyoyev signed a decree “On Measures to Improve the System for Assigning and Paying State Social Insurance Benefits,” introducing a new social insurance system that will take effect on 1 January 2026.
According to the decree, citizens will be covered by state social insurance on two grounds: mandatory, funded through a portion of the personal income tax established by the Law “On the State Budget,” and voluntary, through the payment of a minimum monthly insurance contribution equal to 5% of the minimum wage.
State social insurance payments will be made through the State Social Insurance Fund of the National Agency for Social Protection, taking into account the minimum insurance experience and contributions paid.
A key feature of the new system is the “proactive” assignment of benefits. From January 1, 2026, the fund will automatically pay maternity benefits, and from July 1, 2026, temporary disability benefits.
Furthermore, starting from 1 January 2030, based on citizens’ applications, the fund will also assign and pay severance benefits.
