Uzbekistan to Introduce Corruption-Resistance Assessment for Civil Servants
Tashkent, Uzbekistan (UzDaily.com) — On 6 December, President Shavkat Mirziyoyev signed a decree aimed at improving the effectiveness of public administration.
The document establishes a KPI system for officials, strengthens human resource policies in “model” districts, provides for phased implementation of staff rotation, and introduces new measures for corruption prevention.
A key focus of the decree is the reinforcement of anti-corruption mechanisms. The Leadership Assessment Center under the Anti-Corruption Agency will implement a system for diagnosing officials’ resistance to corruption risk factors.
The process will be introduced in stages:
From January 1, 2026, assessments will be mandatory for employees of internal anti-corruption control units.
From June 2026, positions with medium and high corruption risks in oversight inspections will be included.
From January 2027, the evaluation will cover all positions with similar risks across government bodies.
Low resilience to corruption will be considered a barrier to continuing in a current position, and affected employees will be reassigned to roles with minimal risk.
The decree also introduces a new civil service recruitment system, effective March 1, 2026.
All vacancies will be posted on the platform vacancy.gov.uz and made accessible to registered citizens. Applicants will be able to submit applications and undergo testing either online through a specialized electronic system or offline at the Management Efficiency Agency’s centers. Successful candidates will become eligible for positions, and test results will remain valid for one year.
Government bodies will also be able to compile candidate lists from the National Talent Reserve. Selection will be carried out by working groups based on recommendations from local governors (hokims) and community councils (“mahalla sevens”).
Candidates will be able to track their professional development through the zaxira.bsa.uz system. Additionally, the Management Efficiency Agency will form talent reserves for managerial and political positions.
These measures aim to enhance transparency, professionalism, and accountability in public administration, while fostering a more competitive and fair human resource environment.
