Uzbekistan to implement the “President’s Gifted Children” initiative

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a decree titled “On Measures to Implement the Initiative ‘President’s Gifted Children,’” aimed at developing human capital through support for talented youth.

The document outlines key objectives: early identification of gifted children and comprehensive support for their potential, as well as preparing promising personnel capable of competing on the international stage.

At the core of the initiative is personalized work with young people and the creation of new opportunities for the country’s innovative development.

The decree provides for the implementation of the “President’s Gifted Children” initiative itself, along with a national program designed to support it.

On the basis of the Agency for Specialized Educational Institutions, the International Boarding School named after Al-Biruni will be established, focusing on working with the most capable students.

Additionally, a Community for Supporting Gifted Youth will be created as a new platform to coordinate efforts in developing the country’s intellectual potential.

According to the presidential decree, the academic year at the Al-Biruni International Boarding School will commence in 2025/2026. Graduates of this institution will receive not only a state-recognized diploma but also a diploma from the International Baccalaureate program, opening opportunities for admission to leading universities worldwide.

The school will implement an individualized approach to each student. Normative standards provide for one consultant per 15 students and one teacher per eight students. The educational process will be based on flexible curricula. In addition to English, students will learn at least one additional foreign language. The total number of state-funded students will be capped at 180.

Special attention will be given to supporting students’ project and research activities. They will receive assistance in building a personal portfolio that includes scientific, innovative, and social initiatives.

The national program also covers the implementation of the “Yorqin Iste’dod” (“Bright Talents”) project, foreseen by a previous presidential decree. This program will be rolled out in stages. Annually, up to 1,500 talented 9th-grade graduates will be selected competitively through examinations to receive preparatory training for admission to foreign higher education institutions. During 10th and 11th grades, they will undergo additional training under the mentorship of school consultants assigned to them via a specialized digital platform.

In connection with the national program, incentive measures are planned. Tenth-grade students of the International Boarding School and 40 of the most successful program participants will annually have the opportunity to attend short-term educational courses organized by leading universities worldwide.

Furthermore, tuition reimbursement will be provided for graduates of the school and program participants studying at foreign universities ranked among the top 100 internationally recognized rankings. School consultants who prepare students for admission to such universities will receive a one-time monetary reward, the amount of which will depend on the results achieved.
