Uzbekistan to Implement AI in “Electronic Government” for Transparent Public Administration

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev, in his address to the Oliy Majlis and the nation on December 26, announced the continuation of reforms in public administration and the judicial system, emphasizing the creation of a modern, transparent, and citizen-oriented model of governance.

From 2026, the “Electronic Government” platform will undergo a comprehensive overhaul. Over 1,000 public services from all government agencies, more than 5,000 functions and powers, 240 databases and information systems, as well as the authority of over 100,000 civil servants—from the mahalla level to the national level—will be integrated into a single digital platform.

Particular attention will be paid to the implementation of artificial intelligence technologies. Citizen requests submitted through the platform, their distribution to responsible officials, and monitoring of response deadlines will be managed using AI. The President emphasized that the new system will eliminate the possibility of information concealment and formalistic execution of directives.

“These words may not please everyone, but now no one, anywhere, will be able to hide. Everything will be clear as day,” the head of state said. He noted that transitioning to the new system will be challenging but inevitable.

A key objective of the reform is to create a system of public services free from human bias, corruption, and excessive bureaucracy. A proactive and integrated service delivery system will be developed: for instance, if a citizen builds a new house, the platform will simultaneously handle connections for water, electricity, and gas. The number of such integrated services will reach 100 in 2026.

The new platform will undergo full testing in Namangan and Surkhandarya regions, in Tashkent, and in the districts and mahallas of these areas, with the involvement of construction, justice, higher education, and tax authorities.

The President stressed that every minister, sector head, and hokim should begin systematic implementation in their respective districts in the coming year to make public services as accessible and transparent as possible.

“We are launching large-scale work to bring public services even closer to the people. Continuing this work according to the principle that ‘the human being is the highest value’ will be the right decision,” Shavkat Mirziyoyev stated.
