Uzbekistan to Establish Project Office for Greenhouse Sector Development

Tashkent, Uzbekistan (UzDaily.com) — On 7 January, the Cabinet of Ministers of Uzbekistan adopted a resolution to establish a project office for the development of the greenhouse sector, according to a document published by the Ministry of Agriculture.

The new government-affiliated body will coordinate the development of a comprehensive program aimed at improving the efficiency of greenhouse farms and expanding their export potential.

The project office will comprise six staff members, including its head, and will operate under the Cabinet of Ministers’ Secretariat for Investment, Export, Trade, Agriculture and Water Management.

Under the resolution, the office’s specialists will be responsible for formulating requirements and technical specifications for the future program, as well as consolidating and analyzing recommendations for the greenhouse sector received from international organizations, financial institutions and consulting firms.

Their mandate also includes the practical implementation of initiatives developed on the basis of international best practices, along with an analysis of key challenges facing the sector and the identification of priority areas for reform.

The establishment of the project office is предусмотрено by a presidential decree issued in October 2025, which is aimed at increasing the efficiency of greenhouses and boosting exports of greenhouse agricultural products. The decree sets a target of raising export volumes to US$3.5 billion this year and to US$4.0 billion next year.

As part of sectoral support measures, additional tax incentives are being introduced for greenhouse enterprises. In particular, the social tax rate for such businesses has been set at 1% until the end of 2028. In addition, companies are allowed to repay tax arrears accumulated as of 1 October 2025 without the accrual of interest.

The authorities expect that the implementation of the program and accompanying fiscal support measures will enhance the competitiveness of Uzbek greenhouse products in foreign markets and attract additional investment into the agricultural sector.
