Uzbekistan to enhance the functioning of the Academy of Sciences

Tashkent, Uzbekistan (UzDaily.com) — President Shavkat Mirziyoyev of Uzbekistan has signed a resolution “On measures to improve the activities of the Academy of Sciences of the Republic of Uzbekistan.”

The document is aimed at a comprehensive renewal of the Academy’s operations to increase the efficiency of scientific activities.

Key objectives of the resolution include tripling the number of new scientific developments and the revenue generated from their commercialization, as well as raising the proportion of young specialists among scientific staff to 60%.

Additionally, the plan envisages reintegration of the Uzbek scientific diaspora working abroad into the domestic research sector.

To enhance the system of commercialization of new developments, a Council for the Integration of Science and Industry will be established.

Starting in 2026, co-chair candidates will be included in scientific and technical councils responsible for evaluating state scientific projects, based on recommendations from the Academy of Sciences, to improve the quality of research.

From 1 January 2026, the Academy of Sciences Fund will be created to ensure sustainable financing of strategically important scientific fields and to support young scientists.

From 1 April 2026, a system for assessing key performance indicators (KPIs) of scientific staff and a rating system for evaluating the effectiveness of research institutions will be introduced, involving international experts.
