Uzbekistan to Double Insurance Coverage Under Mandatory Auto Liability Policy Starting 2026

Tashkent, Uzbekistan (UzDaily.com) — On 23 July, the Cabinet of Ministers of Uzbekistan adopted a resolution to increase the insurance coverage under the mandatory civil liability insurance for vehicle owners (OSGOVTS), the National Agency for Prospective Projects (NAPP) announced.

Currently, the maximum insurance payout under the policy is 40 million soums. Of this amount, up to 35% (14 million soums) is allocated for property damage compensation, and up to 65% (26 million soums) for compensation related to harm caused to life or health.

Under the new resolution, starting from 1 January 2026, the maximum insurance payout will double to 80 million soums.

According to NAPP, this change will better align insurance compensation with present-day realities and allow more effective coverage of damages to property, health, and life resulting from road traffic accidents.

The document also outlines a revision of insurance tariffs based on actuarial calculations. Insurance premiums and payout limits will now be determined on a market basis.

A new policy issuance procedure is being introduced — allowing for both limited (specifying permitted drivers) and unlimited driver coverage. The process for handling insurance claims has also been clarified.

The Insurance Compensation Guarantee Fund will now offer legal assistance and adjusting services, including support during the documentation of traffic accidents.

The resolution identifies the responsible authorities for enforcing mandatory auto insurance requirements and approves the operation of a Unified Automated Information System.

Government agencies have been tasked with establishing electronic data exchange mechanisms related to OSGOVTS.

Additionally, starting from 1 April 2026, a Unified Insurance Billing System will be launched to centrally record insurance premium payments.

A draft law is also being prepared for submission to the Cabinet of Ministers, aimed at strengthening administrative penalties for the absence of a valid auto insurance policy.

NAPP had previously announced plans to review OSGOVTS tariffs back in May of last year. The agency stated that the rates, set in 2019, were outdated and no longer economically viable.

Current OSGOVTS Tariffs (Limited Driver Coverage)

For Tashkent city and Tashkent region:

Passenger car — 192,000 soums

Freight vehicle — 336,000 soums

For other regions:

Passenger car — 160,000 soums

Freight vehicle — 280,000 soums

For vehicles entering from CIS countries:

Passenger car — 320,000 soums

Freight vehicle — 560,000 soums

If the policy is issued without limitation on the number of drivers, the cost doubles the listed rate.
