Uzbekistan to direct US$124.1 million for the integrated development of medium-sized cities
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan will direct more than US$124.1 million to the integrated development of medium-sized cities.
The President of Uzbekistan signed a resolution with a view to comprehensively improving and improving the efficiency of urban infrastructure management, ensuring the availability of service for the population of medium-sized cities, as well as enhancing potential.
The resolution notes that the Board of Directors of the World Bank on 18 December 2018 approved a loan to the Republic of Uzbekistan of the International Bank for Reconstruction and Development (IBRD) in the amount of US$100 million for the implementation of the framework project "Integrated development of medium-sized cities."
The pilot cities within the project are Yangiyul (Tashkent region), Kagan (Bukhara region) and Chartak (Namangan region).
The project will be financed by an IBRD loan of US$100 million with a maturity of 30 years, including a 5-year grace period.
The contribution of Uzbekistan will be US$24.12 million (in the form of tax and customs benefits, as well as to cover the costs of resettlement).
The executive body responsible for the timely implementation of the project, as well as the targeted and effective use of the IBRD loan, is the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan.
The overall coordination of the project implementation is carried out by the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan and the Agency for Urbanization under the Ministry of Economy and Industry;
Expenses related to the repayment of the IBRD loan, as well as the payment of interest, commissions and other expenses within the framework of the project, are reimbursed in equal shares from the State budget of the Republic of Uzbekistan and local budgets of the relevant areas.
The head of Uzbekistan approved the main technical and economic parameters of the Integrated Development of Medium Cities project and the Road Map for the implementation of the Integrated Development of Medium Cities project in 2019-2021.
The President formed the Working Commission for the implementation of the project “Integrated development of medium-sized cities” and assigned the following tasks to it:
ensuring the effective implementation of the project, leading the development of measures and the accelerated commissioning of facilities provided for by the Road Map;
ensuring quality selection, examination and timely preparation for the implementation of projects within the project, monitoring the effective use of allocated funds;
Regular review of the progress of the implementation of each project and the whole project as a whole and, if necessary, making proposals to the Cabinet of Ministers to ensure their effective and timely implementation;
on site, ensure personal control and take the necessary measures for the timely and high-quality execution of work within the project.
The President released for the period of the project:
imported goods (acquired works, services) and vehicles, equipment, technologies and materials - from customs duties (except for customs duties), including periodic customs payments when they are registered in the “temporary import” customs regime, according to the lists formed in the prescribed manner, as well as motor transport charges;
legal entities-non-residents of the Republic of Uzbekistan - from the payment of income tax of legal entities;
individuals-non-residents of the Republic of Uzbekistan - from the payment of tax on income of individuals.
