Uzbekistan to direct 4.05 trillion soums for the creation of “modern schools”

Tashkent, Uzbekistan (UzDaily.uz) - Uzbekistan will direct 4.05 trillion soums in 2020-2022 for the construction, reconstruction, repair and equipment of secondary schools under the project “Modern School”.

On 26 November 2019, the President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On measures to create “Modern schools”.

The head of Uzbekistan approved the creation of "Modern Schools", constructed and equipped on the basis of advanced architectural solutions and energy-saving technologies, aimed at creating the necessary conditions for high-quality education and upbringing of youth in accordance with international requirements.

Until 1 March 2020, the Ministry of Public Education was instructed to develop and approve, together with the Ministry of Construction of the Republic of Uzbekistan, standard projects for the construction and reconstruction of "Modern Schools", which are consistent with foreign experience and the climatic conditions of the country, providing alternative energy sources and environmentally friendly materials, energy-saving and advanced technology and engineering solutions.

Also, before 1 March 2020, new standards will be developed and approved to equip secondary schools with modern furniture and equipment, educational and laboratory equipment, teaching materials, computers and multimedia, as well as video surveillance.

From 1 March 2020, the construction, reconstruction and equipping of state secondary educational institutions will be carried out on the basis of standard construction and reconstruction projects and the equipment standards of the Modern School, regardless of funding sources.

The President also instructed to develop and approve requirements for purposeful and proactive leadership and teaching staff who have modern knowledge and are able to work in Modern Schools, the level of provision of textbooks, teaching aids, fiction and other literature, the educational process, as well as extracurricular activities.

Work will be carried out to create a criterion for the assessment of secondary schools based on the requirements for "Modern schools" and the procedure for granting the status of a "Modern School" to secondary schools.

Secondary educational institutions that meet the requirements of the "Modern School" will be issued certificates of conformity of the appropriate degree.

Higher rates of remuneration and material incentives will be applied to the leading and teaching staff of secondary educational institutions that have a certificate of conformity of the "Modern School".

The Center for Innovation, Technology and Strategy under the Ministry of Public Education of the Republic of Uzbekistan will issue certificates of conformity to secondary schools by evaluating them based on the requirements of the Modern School, with the involvement of representatives of local and foreign companies.

The center will launch an electronic platform for determining the rating of secondary educational institutions for assessment based on the requirements of the "Modern School".

The Center’s specialists will also develop proposals for bringing secondary schools in line with the requirements of the “Modern School”.

To ensure the quality of construction and repair work, the State Unitary Enterprise “Engineering Company” was determined by the customer to develop standard projects based on the requirements of the “Modern School”. The company will also oversee the quality of design and construction work on new construction, reconstruction and overhaul of general secondary education institutions in accordance with the design and estimate documentation.

The engineering companies “Yagona Buyurtmachi Hizmati” under the Council of Ministers of the Republic of Karakalpakstan and the regional khokimiyats were instructed to provide for general education facilities:

  • development and approval of projects based on the terms of reference of the State Unitary Enterprise “Engineering Company”;
  • taking costs into account and concluding direct agreements with the State Unitary Enterprise “Engineering Company” on the development of technical specifications for project documents;
  • provide the State Unitary Enterprise “Engineering Company” with all the necessary documents for the final quality control of construction and installation works in general educational facilities.

The resolution noted that 90% of the amount of penalties in accordance with court decisions on construction and installation works performed poorly, without meeting established technical requirements, as well as in excess in the process of new construction, reconstruction and overhaul of general secondary education institutions are directed to special Treasury accounts of the Ministry of Public Education of the Republic of Karakalpakstan and public education departments of the regions, depending on the subordination for the mouth injuries of the identified deficiencies at the respective facilities, and 10 percent - to the special settlement account of the State Unitary Enterprise “Engineering Company” for measures to encourage employees and strengthen the material and technical base.

The document defines the sources of financing of institutions of general secondary education with:

  • new construction, reconstruction and overhaul - centralized investment funds within the framework of the Investment Program of the Republic of Uzbekistan for 2020-2022;
  • equipping with furniture, educational and laboratory, sports equipment and training aids - centralized investment funds within the framework of the Investment Program of the Republic of Uzbekistan for 2020-2022, loans and grants from international financial institutions;
  • providing computer equipment and an internal local area network (network equipment) - loans and grants from international financial institutions;
  • supplying a modern heating system - means of the republican budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent.
