Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s Ministry of Transport is planning to introduce monetary compensation for passengers affected by train delays, the Competition Committee reported, citing a growing number of public complaints about railway services failing to adhere to schedules.

In 2025 alone, the Committee received 51 complaints related to disruptions in passenger train timetables. In particular, repeated delays were recorded on the “Shark” train operating between Tashkent and Bukhara, with delays ranging from 40 minutes to one hour.

In some cases, incorrect arrival times were indicated on tickets, disrupting the plans of passengers and those meeting them.

Committee experts noted that the current regulatory framework lacks a clear mechanism for compensating passengers for delays caused by the carrier.

Under the law “On Consumer Protection,” passengers have the right to demand quality services and compensation for both material and moral damages. However, existing rules currently provide compensation only for delays involving high-speed Afrosiyob trains.

In response to the Committee’s inquiry, the Ministry of Transport confirmed that a new version of the rules governing passenger, baggage, and cargo transportation is being developed.

According to the draft, compensation will apply to both high-speed and conventional trains. The amount will depend on the length of the delay: passengers will receive 15% of the ticket price for delays of 15 to 30 minutes, 25% for 31 to 60 minutes, 50% for 61 to 120 minutes, and a full refund for delays exceeding 121 minutes.
