Uzbekistan to build modern customs terminals
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan will build modern customs terminals on the territory of border customs posts by 2022.
President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On additional measures to improve customs administration and improve the efficiency of the state customs service of the Republic of Uzbekistan”.
According to the document, modern customs terminals will be built on the territory of the border customs posts “Yallama” and “S.Nadzhimov” (Tashkent region), “Dustlik” (Andijan region), “Alat” (Bukhara region) in 2019-2020.
In 2020-2021, Uzbekistan plans to create customs terminals on the territory of border customs posts “Daut-Ata” (Republic of Karakalpakstan), “Madaniyat” (Andijan region), “Uzbekistan” (Ferghana region), “Gishtkuprik” and “Oybek” (Tashkent region).
The main functions of state bodies and other organizations at customs terminals are to provide customs, banking, logistics, express laboratory, phytosanitary, veterinary, sanitary and epidemiological, environmental, certification and other services on the principle of one-stop-shop.
Entrepreneurs on a voluntary basis use commercial services provided at customs terminals.
The head of Uzbekistan instructed to introduce an automated risk management system in full-fledged mode using from December 1, 2018:
“Yellow corridor”, in which the customs control forms for checking the customs declaration, documents and information are carried out in relation to goods and vehicles having an average level of risk or determined by random choice;
“Red corridor”, in which the forms of customs control are carried out in relation to goods and vehicles with a high level of risk or determined by random choice;
From March 1, 2019, a “green corridor” system is introduced, in which the forms of customs control are not carried out with respect to goods and vehicles with a low level of risk when deciding on their release.
A “blue corridor” will also be introduced, in which forms of customs control are carried out for goods with an average level of risk or determined by random choice after their release.
From 1 February 2019, Uzbekistan introduces the institute of authorized economic operators, which envisages provision of the right to bona fide participants of foreign economic activity meeting the requirements defined by the Cabinet of Ministers of Uzbekistan to use simplified customs procedures.
The President canceled the requirement to register export contracts for all goods in the state customs service of the Republic of Uzbekistan.
