Uzbekistan Supports the Establishment of the Industrial Alliance and “Green Transformation” of the Turkic States
Tashkent, Uzbekistan (UzDaily.com) — On 7 October, President of Uzbekistan Shavkat Mirziyoyev took part in the regular meeting of the Council of Heads of State of the Organization of Turkic States (OTS), held in the city of Gabala under the chairmanship of President of Azerbaijan Ilham Aliyev.
The event was also attended by President of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sadyr Japarov, President of Türkiye Recep Tayyip Erdoğan, National Leader of Turkmenistan Gurbanguly Berdimuhamedov, Prime Minister of Hungary Viktor Orbán, OTS Secretary-General Kubanychbek Omuraliev, and other senior officials.
The summit participants exchanged views on the current state and prospects of multifaceted cooperation within the organization and discussed key issues of practical interaction. At the beginning of his address, President Mirziyoyev expressed gratitude to President Aliyev for organizing the summit in Gabala, noting the city’s historical significance as a major trade and cultural center on the Great Silk Road. He emphasized that in recent years, thanks to Azerbaijan’s initiatives, delegations had visited many regions of the country and witnessed the large-scale reconstruction and development work in Karabakh, as well as in the cities of Shusha, Khankendi, and Aghdam.
Particular attention was paid to the signing of the Declaration of Peace between Azerbaijan and Armenia, which opens new opportunities for the OTS countries in trade, economic cooperation, transport, and humanitarian partnerships. President Mirziyoyev also thanked President Sadyr Japarov of Kyrgyzstan for his effective chairmanship and his valuable contribution to strengthening cooperation within the organization.
Addressing the international context, President Mirziyoyev noted that the summit was taking place amid complex geopolitical changes and growing security threats around the world and in the region. He underscored the need to reform the global governance system, strengthen the role of the United Nations and the UN Security Council, and enhance the influence of developing nations in global affairs. The OTS leaders voiced concern over escalating conflicts across the Eurasian continent, the humanitarian tragedy in Gaza, the situation around Ukraine, issues related to Iran’s nuclear program, and the stability of Afghanistan.
The President of Uzbekistan welcomed the efforts of major world powers to promote a just global order and mutual trust, proposing to hold joint meetings of the foreign ministers and intelligence chiefs of the OTS member states, with the first such meeting planned for next year in Samarkand. He emphasized the growing importance of the organization, which has rapidly evolved into an influential international institution with active political dialogue, enhanced trust, and practical cooperation through joint projects and humanitarian programs.
Currently, practical cooperation within the OTS covers more than 35 areas, with mutual trade steadily increasing and expected to double by 2030. President Mirziyoyev outlined Uzbekistan’s priorities for expanding collaboration, emphasizing the need to strengthen the authority and capacity of the organization and to enhance its role as an effective platform for partnership. He supported the prompt adoption of the Treaty on Strategic Partnership, Eternal Friendship, and Brotherhood among the Turkic States, which will serve as the foundation for closer ties between nations and the expansion of practical cooperation.
To accelerate the pace of partnership, the President proposed developing a Strategy for the Development of the OTS until 2030 and a corresponding Roadmap for its implementation. Key priorities include expanding trade and industrial cooperation, creating a Space of New Economic Opportunities, and forming a favorable legal and infrastructural environment for trade, business, and mutual investment.
To implement these goals, he proposed the establishment of a Permanent Council of Turkic States for Economic Partnership with a Project Office in Tashkent, to be headed by deputy prime ministers of the OTS countries.
President Mirziyoyev announced several concrete initiatives, including the creation of a Turkic Industrial Alliance, the introduction of an electronic Turkic Green Corridors system, and the formation of a Green Transformation Consortium to implement projects in renewable energy. He also stressed the importance of developing a strategic mineral resource base and introducing a comprehensive program following the “raw materials – processing – science and technology – finished products” model.
In the field of food security, the President highlighted the OTS countries’ potential in producing and exporting organic agricultural products and underlined the importance of scientific research, industrial cooperation, and logistical integration. He proposed forming an Expert Working Group of Agriculture Ministers to implement pilot projects and promote a unified organic brand in the global market.
In the area of transport and logistics, President Mirziyoyev supported the development of the Middle Corridor, emphasizing the need to enhance the competitiveness of the route, optimize transit tariffs, expand transport infrastructure, and digitalize customs procedures.
In the humanitarian and cultural spheres, he proposed organizing an international academic conference titled “The Creative Heritage of Nizami Ganjavi and Alisher Navoi in the Spiritual Life of the Turkic World.”
At the conclusion of the summit, a package of joint decisions and documents was adopted, aimed at further expanding mutually beneficial cooperation among the member states of the Organization of Turkic States.
