Uzbekistan Studies UAE Experience in Digitalizing Public Services and Zero Bureaucracy Reform
Tashkent, Uzbekistan (UzDaily.com) — A delegation from the Ministry of Justice of the Republic of Uzbekistan visited the United Arab Emirates as part of the Zero Bureaucracy initiative.
During the visit, the parties discussed the UAE’s advanced practices in simplifying public services, digitalizing processes, and enhancing citizen-centered approaches.
Key areas of cooperation were considered, including the simplification of civil registration procedures, implementation of a unified digital approach to public services that eliminates redundant data requests, development of e-notary and remote services, resolution of disputes through mediation before court proceedings, and increasing legal certainty for businesses and investors.
The parties agreed on a joint action plan for 2026–2027, including pilot projects, mechanisms for joint work, and specialist exchanges. The main goal of the cooperation is to provide citizens and entrepreneurs with fast, transparent, and reliable justice services.
In late November 2025, President Shavkat Mirziyoyev announced the launch of a national program aimed at the complete elimination of bureaucracy by 2030.
Simultaneously, the head of state signed a decree “On Organizational Measures for the Digital Transformation of Public Administration and Increasing Its Efficiency,” which outlines new large-scale steps to reduce bureaucratic procedures and accelerate digitalization within government systems.
Starting January 1, 2026, the “Elimination of Bureaucracy – 2030” program will officially commence.
The program is aimed at deeply optimizing administrative processes, improving citizens’ quality of life through fast and convenient access to public services, creating more favorable conditions for entrepreneurship, and strengthening Uzbekistan’s investment attractiveness.
Implementation of the program is expected to make public administration more transparent, efficient, and focused on the needs of the population and business.
