Uzbekistan Strengthens Oversight of Private Overseas Employment Agencies

Tashkent, Uzbekistan (UzDaily.com) — Law No. O‘RQ–1095, adopted on 11 November 2025, introduced amendments to several Uzbek laws aimed at increasing transparency and efficiency in the operations of private employment agencies and improving migration legislation, the Uzbekistan Migration Agency reported.

Under the new regulations, the Migration Agency has expanded powers, including the authority to impose administrative fines on agency directors and their deputies for violations of the “Law on Private Employment Agencies.” To enforce this, a new Article 255¹ was added to the Code of Administrative Liability.

Private agencies are now authorized to organize professional training courses and foreign language programs for job seekers, as well as collaborate with overseas employers.

The reforms also introduce strict financial guarantees: agencies must maintain a deposit equivalent to 4,000 base calculation units for the entire duration of their license. These funds may be used only with the Migration Agency’s approval and serve as a guarantee of legal compliance and compensation for potential harm to citizens.

In cases of legal violations or damage to citizens’ interests, the Migration Agency may require the transfer of deposit funds to the Migration Fund. If the agency fails to comply voluntarily, the bank automatically transfers the funds to the fund on the next business day.

Additionally, agencies are required to monitor the employment of Uzbek citizens abroad. If issues arise with working conditions or salary payments, agencies must promptly find a new employer or arrange for the citizens’ return to Uzbekistan using the agency’s reserve funds.
