Uzbekistan Senate Approves Urban Renewal Law

Tashkent, Uzbekistan (UzDaily.com) — At its 14th plenary session, the Senate of Uzbekistan reviewed and approved the Law “On Urban Renewal.”

During the discussion, it was noted that developing cities according to modern standards and improving citizens’ living conditions is a key priority of Uzbekistan’s state policy.

The law is aimed at the phased renewal of seismically hazardous and physically outdated buildings, the modernization of engineering and utility networks, and the creation of a modern urban environment.

The law stipulates that renewal processes must be conducted openly and transparently. Renewal programs will be posted on the electronic platform “Urban Renewal” and published in mass media and on the official websites of authorized agencies.

A key provision introduces various forms of compensation. Property owners may receive new housing or another real estate unit within the renewal area, monetary compensation, or other forms as agreed upon. The choice of compensation form is voluntary and subject to mutual agreement.

Additionally, a one-time compensation payment of 12% of the total value is provided for inconveniences caused.

Special attention is given to the protection of citizens’ rights. The law prioritizes property owners’ rights and stipulates that any disputes with state authorities are interpreted in their favor.

Additional guarantees are provided for socially vulnerable groups. Relocated individuals will receive prepared housing, and people with disabilities will be provided with units that meet accessibility and comfort requirements.

Senators emphasized that the adoption of the law will promote the renewal of the housing stock, the development of modern infrastructure, and ensure sustainable urban development.

Following the discussion, the law was approved by the Senate.
