Uzbekistan Reviews Cybersecurity Strategy to 2030

Tashkent, Uzbekistan (UzDaily.com) — A video conference linking Tashkent and Moscow was held on 17 March at the Sputnik Uzbekistan multimedia press center to discuss Uzbekistan’s Cybersecurity Strategy and new protection mechanisms.

Participants on the Tashkent side included Albert Valiev, head of interagency cooperation at the Cybersecurity Center, and Madina Mamadalieva, a representative of the Tashkent city police department’s unit for combating IT-related crimes. From Moscow, information security expert Alexey Lukatsky joined the discussion.

The meeting followed the approval of Uzbekistan’s Cybersecurity Strategy to 2030 by President Shavkat Mirziyoyev on March 10, 2026.

During the session, experts examined key provisions of the strategy, including measures to strengthen the protection of government information systems and critical infrastructure, as well as the establishment of specialized units within state institutions.

Special attention was given to preventing cybercrime, enhancing interagency coordination, and expanding international cooperation. According to Lukatsky, the strategy aligns with modern global standards, with a particular focus on shifting from reactive responses to proactive threat prevention.

Participants also addressed the issue of phone fraud, noting that a significant share of such calls originates from abroad, including from Ukraine and Poland. Effective countermeasures require a comprehensive approach, ranging from technical solutions at the telecom operator level to оперативные меры and stronger international collaboration.

In addition, experts highlighted that in 2026, key threats are expected to include deepfakes and AI-driven attacks, particularly across social media and digital platforms.

The discussion also underscored the importance of knowledge exchange, with Russian experience in combating cyber threats and fraud schemes seen as potentially valuable for Uzbek specialists, while bilateral cooperation in this field holds considerable potential.
