Uzbekistan Receives International Recognition for Postal Sector Initiatives

Tashkent, Uzbekistan (UzDaily.com) — From 8 to 19 September, the 28th Congress of the Universal Postal Union (UPU) was held in Dubai, United Arab Emirates, with Uzbekistan represented by a delegation led by J. Egamberdiev, Advisor to the Minister of Digital Technologies.

The Universal Postal Union is a specialized UN agency responsible for coordinating, standardizing, and developing postal services worldwide. The organization includes more than 190 member states.

The 28th Congress addressed key issues in the international postal sector and set out the strategic directions for the next four-year cycle (2026–2029). Plenary sessions and commission meetings focused on the development of the global postal system, digital transformation, improvements in logistics infrastructure, and the enhancement of postal and financial services.

Important decisions were adopted, including the approval of reports from UPU’s governing bodies — the International Bureau, the Administrative Council, the Postal Operations Council, the Consultative Committee, and commissions. Delegates also approved the new UPU strategic plan for 2026–2029, known as the “Dubai Cycle Strategy.”

The Congress hosted discussions on global challenges and prospects for the postal industry. Elections were also held for the new Director General and Deputy Director General of the International Bureau, along with new members of the Postal Operations Council and Administrative Council.

Commission meetings reviewed hundreds of proposals submitted by UPU member states, focusing primarily on postal financial services, the development of electronic postal platforms, improvements to the logistics system, and global payment mechanisms.

Uzbekistan submitted 11 proposals, 9 of which were incorporated into the Postal Payment Services Agreement, while 2 were included in the Universal Postal Convention.

The adoption of these initiatives reflects Uzbekistan’s growing international recognition and demonstrates that ongoing postal sector reforms in the country are being highly valued by the global community.
