Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan proposes to create paid automobile highways and parking spaces.
The Ministry of Internal Affairs of Uzbekistan has published a draft resolution of the Cabinet of Ministers “On additional measures to implement the Concept of ensuring road safety in the Republic of Uzbekistan for 2018-2022”.
The document proposes, from January 1, 2020, the phased creation of toll roads throughout the country within the framework of a public-private partnership (PPP).

A prerequisite for creating a toll road is the availability of an alternative free one. The document notes that for the use of paid main roads, differentiated forms and amounts of payment are established taking into account day and night time of day.
The limit of the maximum allowable speed on toll roads rises from the set at 20 km / h.
Road sections provided for the implementation of integrated traffic monitoring systems and smart video cameras are determined by the Ministry of Internal Affairs of the Republic of Uzbekistan.
Integrated traffic monitoring systems and smart video cameras on toll roads should be connected to the integrated automated information system “Administrative Practice” of the Main Traffic Safety Directorate of the Ministry of Internal Affairs of the Republic of Uzbekistan, transmitting online facts about offenses and other information to be transmitted.
The amount of fines for violations of traffic rules detected using established smart video cameras is sent to the State budget - at least 20 percent, the local budget - 20 percent with a targeted focus on the development of road infrastructure, the extra-budgetary fund of the Ministry of Internal Affairs of the Republic of Uzbekistan –30 percent private partner’s account - no more than 30 percent, taking into account the intensity of traffic and the functionality of intelligent video cameras.
