Uzbekistan Proposes Fines for Internal Combustion Engine Vehicles Parking in Electric Vehicle Charging Spots
Tashkent, Uzbekistan (UzDaily.com) — A proposal has been made in Uzbekistan to introduce fines for vehicles with internal combustion engines (ICE) that occupy parking spaces designated for electric vehicle (EV) charging.
On 7 July, Aziz Parpiev, a representative of the Tokbor electric charging network, voiced this proposal during an open dialogue attended by IT companies, content providers, and government procurement officials, organized by the Chamber of Commerce and Industry.
He noted that Tokbor frequently receives complaints from EV drivers who encounter situations where ICE vehicles block parking spots near charging stations, thereby preventing the use of these electric charging points.
Aziz Parpiev highlighted that last year the Presidential Administration formed a working group tasked with developing the country’s network of electric charging stations. As part of this effort, Tokbor proposed amendments to the Code of Administrative Responsibility to establish penalties for parking in spots reserved for EV charging.
According to a Cabinet of Ministers resolution dated November 1, 2024, the Ministry of Internal Affairs, together with regional hokimiyats, was instructed to prepare proposals within two months to amend legislation aimed at preventing misuse of charging stations and freeing up occupied spaces. However, Tokbor representatives noted that this directive has yet to be implemented.
The Chairman of the Chamber of Commerce and Industry, Davron Vakhabov, described Tokbor’s proposal as timely and included it in the meeting’s official protocol.
