Uzbekistan Prepares Legal Framework for Toll Road Network
Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has completed a clause-by-clause second reading of the draft law “On Motor Roads.”
The draft law introduces a “road planning” mechanism and aims to develop road infrastructure in line with the growing needs of the population and the economy. Road design standards will include public consultation, environmental impact assessments, and the creation of barrier-free pedestrian zones.
The document also establishes obligations to cover the costs of restoring roads to their original condition when constructing communication networks, regulates the movement of oversized and heavy vehicles, and sets requirements for service facilities along roadsides.
Crucially, the draft law lays the legal groundwork for the creation of a network of toll roads. Construction of such roads will only be permitted if an alternative free route is available, and toll fees must be economically justified and account for the socio-economic interests of users.
During preparation for the second reading, deputies’ proposals and comments were incorporated, resulting in an improved text. Certain provisions aim to preserve the existing road network by improving quality, create a network of toll highways, and attract direct foreign investment into the sector.
The draft law has been approved by deputies and submitted to the Senate for consideration.
