Uzbekistan Launches Joint Program to Support Startups and Fintech

Tashkent, Uzbekistan (UzDaily.com) — On 12 December 2025, the Central Bank of Uzbekistan, together with IT Park, AloqaBank, and the Ministry of Digital Technologies, held the “GOV Challenge: AI Connect” competition, during which a memorandum of cooperation was signed.

The document aims to implement objectives outlined in presidential decrees No. PQ-357 of 14 October 2024, “On Measures for the Further Development of the Startup Project and Venture Financing Ecosystem,” and No. PQ-359 of 27 November 2025, “On Measures for the Further Development of the Financial Technology Sector in Uzbekistan,” as well as other regulatory acts related to developing the startup ecosystem, joint investments, and organizing sectoral events.

The memorandum provides for strengthening cooperation among sector participants and developing the startup ecosystem through joint acceleration and incubation programs, educational training, mentoring initiatives, and the organization of forums, conferences, competitions, and other events.

Special attention is given to exchanging ideas, expanding cooperation with local and international venture funds and accelerators, integrating startup solutions into government and banking systems, and supporting young entrepreneurs.

The parties agreed to hold annual meetings to assess the results of implemented initiatives, plan joint projects, and, if necessary, involve external organizations and experts in collaborative initiatives.

The cooperation between the Central Bank and the Ministry of Digital Technologies aims to promote innovative solutions, enhance the potential of young entrepreneurs, and create a sustainable, dynamic startup ecosystem in Uzbekistan.
