Uzbekistan Launches E-Payment System for Property and Cars
Tashkent, Uzbekistan (UzDaily.com) — Starting from 1 April 2026, Uzbekistan will implement a new regulation establishing electronic data exchange between notaries and banks for payments under real estate and vehicle sales contracts.
The regulation applies to real estate, vehicles in categories M, N, O, and G produced within the last 10 years, as well as specialized vehicles. Under the new system, payments must be made exclusively through escrow accounts, with funds transferred to the seller only after the notary certifies the contract.
Before confirming a transaction, notaries are required to verify the availability of funds in the escrow account using an automated system. If funds are insufficient or the account is closed, the notary may refuse to certify the contract. Payments made to multiple sellers or their representatives are tracked and reported separately for each recipient.
Implementation will be monitored by the Ministry of Justice and the Central Bank, with penalties applied for violations under Uzbek law.
Authorities previously announced that, starting from 1 April, payments for government services, utilities, alcohol and tobacco purchases, oil and gas products, electric vehicle charging, and goods or services exceeding 25 million soums must also be made via bank cards or electronic payment systems.
The initiative aims to increase transaction transparency, reduce fraud risks, and accelerate the digitalization of financial settlements across Uzbekistan.
