Uzbekistan, Kazakhstan, and Kyrgyzstan Agree on Winter Electricity Supplies and Water Storage

Tashkent, Uzbekistan (UzDaily.com) — A meeting of the heads of the water and energy authorities of Uzbekistan, Kazakhstan, and Kyrgyzstan was held in Almaty, during which key parameters for further cooperation in this sector were agreed upon.

The meeting was attended by the ministers of energy and water management of the three countries, including Uzbekistan’s Minister of Energy Jurabek Mirzamahmudov, Minister of Water Resources Shavkat Khamraev, Kazakhstan’s Minister of Energy Erlan Akkenzhenov, Minister of Water Resources and Irrigation Nurzhan Nurzhigitov, Kyrgyzstan’s Minister of Energy Taalaybek Ibraev, and Deputy Head of the Kyrgyz ministry Almaz Zheenaliyev.

The parties discussed the situation at the Toktogul Reservoir and agreed on mechanisms for mutual support during the upcoming autumn-winter period.

Kazakhstan and Uzbekistan confirmed their readiness to supply electricity to Kyrgyzstan, which will allow Bishkek to reduce winter generation and increase water storage at Toktogul. This reserve will then be directed to Kazakhstan and Uzbekistan during the growing season to ensure stable irrigation of agricultural lands in the southern regions.

The participants also agreed on joint measures to reduce energy consumption and improve energy efficiency.

It was noted that the coordination of actions is built in the spirit of good-neighborliness and contributes to strengthening energy security in Central Asia. Uzbekistan, in turn, confirmed its readiness to provide the necessary technical conditions for transit, supply, and balancing of the regional energy system.

Following the meeting, a trilateral protocol was signed, establishing the volumes of winter electricity supplies and the parameters for water storage for the 2026 growing season.
