Uzbekistan Introduces State Subsidy for Top-Category Teachers Purchasing Housing

Tashkent, Uzbekistan (UzDaily.com) — The Cabinet of Ministers of Uzbekistan has approved a mechanism for state support for teachers of the highest qualification category with at least 15 years of experience when purchasing housing through a mortgage. According to the resolution, teachers can cover up to 25% of the initial down payment using budget funds.

The subsidy applies only to purchases on the primary housing market within the applicant’s region of permanent registration. For example, residents of Tashkent may purchase apartments in the Tashkent region. Applications are submitted through public service centers or the Unified Portal, with no additional documents required, as all data are verified automatically.

Eligible teachers must be of the highest qualification category with at least 15 years of experience, have a positive credit history, and not have previously received mortgage subsidies. A subsidy is provided once per family (spouses).

After automatic verification of social criteria, the applicant receives an electronic notification with a QR code within two working days. The bank issues the mortgage according to its internal rules, and the subsidy is transferred exclusively for the down payment. If the initial payment exceeds the subsidy amount, the applicant covers the remainder. The Ministry of Economy transfers the funds within five days of the bank’s request.

Subsidy funds must be used strictly for their intended purpose. If unused within 30 days, the funds are returned to the budget with a daily penalty of 0.033%. In the event of mortgage termination or housing sale, the subsidy must be fully reimbursed.

Refusal of the subsidy is possible in cases of violations, including false information, negative credit history, prior receipt of similar subsidies, exceeding limits, or participation in other state programs. In case of violations, the commission or court may annul the subsidy, notifying the applicant and the bank within three days.
