Uzbekistan Introduces Rotation of Local Leaders in 33 Districts and Cities

Tashkent, Uzbekistan (UzDaily.com) — Starting from 1 January 2026, Uzbekistan will implement a rotation system for local leadership in 33 districts and cities designated as “districts (cities) in the image of New Uzbekistan.”

The corresponding presidential decree has been signed, establishing a regular rotation of officials at the local level.

According to the decree, khokims (regional heads), their deputies, and leaders of district and city branches of republican executive bodies will generally be reassigned to another district or city every five years.

The rotation will take place within the Republic of Karakalpakstan, the regions, and the city of Tashkent.

Selection of leaders subject to rotation will be conducted through the electronic platform of the Agency for Management Efficiency — hrm.gov.uz.

Before assuming a new position, all candidates will undergo intensive training, including studying the economic and social conditions of the respective territory.

After reassignment, their performance will be monitored online via the Agency’s digital platform, aimed at increasing transparency and improving the effectiveness of local governance.
