Uzbekistan Introduces One-Year School-Preparation Groups as Part of Compulsory Education

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has adopted a presidential decree “On Measures for the Further Improvement of the Preschool Education and Upbringing System,” introducing large-scale reforms in the organization of school preparation and the development of the preschool network.

The decree aims to enhance the quality of early education and establish a continuous learning trajectory from an early age.

According to the decree, an educational program of one-year school-preparation groups will be introduced, formalized as the initial stage of compulsory general secondary education.

These groups will operate within preschool institutions, general education schools, and other social facilities, expanding access to early education for children. Starting with the 2027/2028 academic year, children who complete school-preparation programs will receive an official electronic certificate. Information on its issuance will also be recorded in the general secondary education certificate, ensuring continuity in tracking a student’s educational path.

The decree also provides for the creation of a network of preschool institutions under the brand “Yangi Avlod” (New Generation). From 2026 to 2028, it is planned to build one such kindergarten in the Republic of Karakalpakstan, in each regional center, and in the city of Tashkent.

Within these new institutions, Innovative Child Development Centers will be established, featuring themed play areas focused on robotics, creativity, natural sciences, and mathematics. This model is expected to develop children’s basic skills in logical thinking, creativity, and interest in modern technologies from an early age.

Special attention is given to social support for preschool education staff. At Yangi Avlod institutions, management and teaching staff, physical education instructors, music directors, psychologists, and teaching assistants will receive a 20 percent supplement to their base salary. Payments will be funded from the State Budget.
