Uzbekistan Introduces Licensing for Phytosanitary Disinfestation Activities

Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, lawmakers considered in first reading a draft law aimed at introducing licensing for activities in the field of phytosanitary disinfestation.

The document предусматривает amendments and additions to a number of legislative acts of the Republic of Uzbekistan. The draft law is intended to establish a legal framework governing phytosanitary disinfestation activities carried out by legal entities on the basis of a license, as well as to define the types of such work in line with international experience and best practices.

During the discussion, deputies noted that in recent years the country has been consistently expanding private sector participation in areas previously overseen by executive authorities, while also working to create a more favorable business environment for entrepreneurs.

The draft law was described as a logical continuation of the reforms being implemented in this area.

In particular, the document provides for the introduction of modern phytosanitary disinfestation methods, the performance of such activities by legal entities, and the creation of more favorable conditions for importers and exporters of agricultural products.

It was separately emphasized that all measures must be carried out using technologies and means that are safe for human life and health and do not harm the environment.

Lawmakers also noted that advanced foreign countries widely apply phytosanitary disinfestation practices using thermal, cooling and vacuum methods, ionizing radiation, as well as chemical agents with minimal negative impact on public health and the environment.

Following the discussion, the draft law was adopted by deputies in first reading.
