Uzbekistan Introduces Fines for Failure to Comply with Accessibility Requirements for Persons with Disabilities
Tashkent, Uzbekistan (UzDaily.com) — President Shavkat Mirziyoyev has signed a law introducing administrative liability for violations of requirements to create an accessible environment for persons with disabilities. The document was adopted by the Legislative Chamber in April 2025 and approved by the Senate on 1 November 2025.
Under the law, fines will be imposed on expert organizations for issuing positive conclusions on projects that do not provide conditions for persons with disabilities or whose environments do not comply with urban planning standards. Liability is also introduced for officials of the Construction Inspectorate who authorize the commissioning of buildings that lack conditions for people with reduced mobility. The amount of fines will range from 50 to 70 basic estimaye values (BEV), equivalent to 20.6–28.84 million soums.
In addition, the law establishes liability for officials of social protection bodies for violating citizens’ rights to receive benefits and social services, unjustified refusal to accept applications, failure to observe statutory deadlines for consideration, or imposing excessive documentation requirements.
For a first violation, fines will amount to 3–5 BEV (1.236–2.06 million soums), and for a repeated violation, 5–10 BEV (2.06–4.12 million soums).
Liability is also introduced for failure to comply with orders issued by social protection authorities. For individuals, fines will be set at 3–5 BEV (1.236–2.06 million soums) for a first violation and 5–7 BEV (2.06–2.884 million soums) for a repeated violation. For officials, fines will range from 5–10 BEV (2.06–4.12 million soums) for a first violation and 10–15 BEV (4.12–6.18 million soums) for a repeated offense.
The fines will enter into force three months after the publication of the law, starting from 18 March 2026. The legislation is aimed at strengthening the protection of the rights of persons with disabilities and increasing accountability for ensuring their observance.
