Uzbekistan introduces changes to Constitution

Tashkent, Uzbekistan (UzDaily.com) -- The President of Uzbekistan Shavkat Mirziyoyev signed a law “On introducing amendments and additions to some legislative acts of the Republic of Uzbekistan in connection with the democratization of the procedure for forming a government and strengthening its responsibility”.

According to the adopted amendments, consideration and approval of the candidature of members of the Cabinet of Ministers at the suggestion of the Prime Minister was added to the powers of the Legislative Chamber (Article 79 of the Constitution of the Republic of Uzbekistan) for further approval by the President.

The powers of the president have been amended in terms of the approval of members of the Cabinet of Ministers at the suggestion of the Prime Minister after approval by the Legislative Chamber (clause 11, part 1, article 93 of the Constitution of the Republic of Uzbekistan). Prior approval of the Legislative Chamber was not required.

The Law “On Regulations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan” establishes the procedure for approving members of the Government.

In accordance with it, candidates are considered at a meeting of the Legislative Chamber after a preliminary review by the responsible committee, faction and deputies.

Candidates must submit to the Legislative Chamber an action plan that provides for legal, economic, social, organizational and technical measures interrelated with the Government’s action program.

If the candidature is rejected, the Prime Minister submits a new nominee.

Also, the Prime Minister, together with the members of the Government, quarterly submits to the Legislative Chamber and the Senate a progress report on the implementation of the state program arising from the President’s Address.

These changes and additions become effective from 1 April 2019.
