Uzbekistan Increases Auto Insurance Tariffs and Payouts Starting from 1 January 2026
Tashkent, Uzbekistan (UzDaily.com) — From 1 January 2026, new regulations for mandatory civil liability insurance for vehicle owners (MCLIVO) will take effect in Uzbekistan, introducing higher tariffs and increased insurance payouts, the National Agency for Prospective Projects reports.
On 23 July 2025, the Cabinet of Ministers adopted Resolution No. 458, aimed at reforming the MCLIVO system.
The document doubles the maximum insured amount from 40 million to 80 million soums and revises the tariffs that had been in effect since 2019. Payouts are intended to compensate for damage to property and harm to life or health of those affected in road traffic accidents.
Starting from 1 January 2026, the cost of an MCLIVO policy for a limited number of drivers will be: in Tashkent and Tashkent region — 192,000 soums for passenger cars and 336,000 soums for trucks; in other regions — 160,000 soums and 280,000 soums respectively; for vehicles with foreign registration — 320,000 soums and 560,000 soums.
For policies without a limit on the number of drivers, the cost doubles. A new coefficient system will apply to drivers who have had accidents in the past 12 months.
The MCLIVO reform aims to align the auto insurance system with current economic conditions. The tariff increase is accompanied by higher insurance payouts, digitalization of processes, and strengthened oversight, all intended to enhance the reliability and transparency of mandatory auto insurance in Uzbekistan starting in 2026.
