Uzbekistan improves the system of sanitary and epidemiological welfare and public health

Tashkent, Uzbekistan (UzDaily.com) -- The President of Uzbekistan Shavkat Mirziyoyev signed a decree "On measures to mitigate the coronavirus pandemic, radically improve the system of sanitary and epidemiological welfare and health care of the population".

The document outlines urgent measures to maintain sanitary and epidemiological well-being. In particular, it is envisaged to create mobile groups in each family polyclinic and multidisciplinary central polyclinics for the prevention of infectious diseases, including coronavirus, treatment of asymptomatic patients and patients with a mild form of the disease, as well as the provision of the necessary medical care to those in contact with them in homes and makhallas.

Each mobile group, which will be provided with medicines, communications, transport, the necessary equipment and devices, will include a qualified doctor or infectious disease specialist with a visiting nurse.

In the context of each family polyclinic, certain houses will be assigned for a general practitioner and a visiting nurse, and general supervision will be carried out by the heads of the polyclinics.

In each district and city medical association, teams of experienced doctors will be formed to select and evacuate patients, control the treatment process.

The decree stipulates regular information through the media about the available beds in medical institutions, the state of admission of patients, the number of patients and those treated in medical institutions and other places, medicines, as well as laboratories and medical equipment.

The issue of conducting an emergency analysis for coronavirus infection will be resolved when residents contact and identify symptoms of the disease, the results should be reported by phone within three days.

The Council of Ministers of Karakalpakstan, khokimiyats of regions and Tashkent should create a communication system in each district and city medical association, which will allow for prompt consultations with doctors to accurately assess the condition of patients.

The heads of family polyclinics will inform the coordinator of family polyclinics via telephone or video link every day about the patients without symptoms of the disease, the number of people who have come into contact with them, as well as the dynamics of the disease state of patients receiving treatment.

Within two weeks, it was instructed to ensure full filling of vacancies for small and medium-sized medical personnel in rural medical centers, family polyclinics and central multidisciplinary polyclinics at the expense of graduates of medical schools, pensioners and other medical workers.

Within a 10-day period, it is planned to conduct short-term courses for the preparation of laboratory technicians of general clinical laboratories of medical institutions for work in virology laboratories, including the formation of practical skills.

Within 15 days, it was instructed to ensure the passage of monthly retraining courses for university graduates in the direction of "biology" at the Center for Advanced Training of Medical Workers and its regional branches, the Tashkent Medical Academy and its branches, the Andijan, Samarkand and Bukhara medical institutes in the specialty of a laboratory doctor.

Until the end of quarantine measures, it is planned to attract graduates of medical universities who have undergone training on the basis of a state grant in a territory with a difficult situation for coronavirus infection.

Within 10 days, it was instructed to organize monthly short-term online courses for retraining medical personnel of the regional branches of the Center for the Support of a Healthy Lifestyle and Physical Activity in the specialty "valeologist".

The decree creates the Service for Sanitary and Epidemiological Welfare and Public Health of Uzbekistan with territorial departments and district and city divisions.

The Sanitary and Epidemiological Service, together with the organizations that make up its structure, form a single system.

The document also stipulates the payment of a daily surcharge of 6% of the monthly salary to medical, sanitary-epidemiological and other employees of the sanitary-epidemiological service for the period of participation in measures to combat coronavirus.
