Tashkent, Uzbekistan (UzDaily.com) — The all-season resort project Sea Breeze Uzbekistan, planned on the shores of the Charvak Reservoir, will be subject to strict environmental requirements, according to Rasul Kusherbayev, Advisor to the Minister of Ecology.

He noted that the government document takes into account the concerns of environmental activists, while the Azerbaijani company Agalarov Development, the project’s key investor, will be required to meet a series of binding conditions. In particular, the discharge of sewage and wastewater into the Charvak Reservoir and the Chirchik River is strictly prohibited.

The investor must finance and implement a modern system for water treatment and reuse.

“The government resolution clearly stipulates that if even a single drop of wastewater enters Charvak, construction will be suspended, the investment agreement terminated, and the land plot confiscated,” Kusherbayev emphasized.

He also stated that the Prosecutor General’s Office will place the observance of urban planning and environmental standards in the resort area under special supervision. The Cabinet of Ministers and the Prosecutor General’s Office will ensure transparency and legality of all procedures, from preliminary project decisions to the commissioning of facilities.

The Sea Breeze Uzbekistan project was presented to President Shavkat Mirziyoyev in December 2024. The plan envisions the creation of an all-season resort spanning 500–700 hectares, featuring a recreational zone, hotels, housing, schools, a water park, and supporting infrastructure.

However, the project has faced a wave of public criticism. Activists have voiced concerns about restricted access to the reservoir, increased pressure on infrastructure, and potential damage to Charvak’s ecosystem.
