Uzbekistan Expands Mortgage Subsidy Support Measures

Tashkent, Uzbekistan (UzDaily.com) — Ministry of Economy and Finance of Uzbekistan has outlined new measures to improve the mechanism for allocating mortgage subsidies, following an official inquiry.

The ministry noted that the country’s mortgage system is gradually transitioning to market-based principles while retaining its key role in providing housing, particularly for socially vulnerable groups.

The reform places primary emphasis on supporting the construction of new housing, as measures targeting the secondary market have shown limited economic impact. This approach is also expected to stimulate economic activity and create jobs.

Starting from 2026, the validity period of subsidy approvals has been reduced from 12 to 4 months, allowing a broader range of applicants to benefit and ensuring more efficient use of budget funds. In addition, plans are underway to introduce a mortgage savings system to facilitate the accumulation of down payments and support the housing market.

The maximum mortgage loan amount has been increased to 480 million soums in Tashkent and to 380 million soums in other regions. The subsidy application process has been fully digitized, enabling automatic processing without direct staff involvement.

The program will also see expanded funding from the state budget, along with additional support measures for specific groups, including teachers and healthcare workers.

The ministry emphasized that reforms of the mortgage system will continue, with plans to develop insurance mechanisms and further improve housing affordability for the population.
