Uzbekistan Enacts Law on Legal Experiments

Tashkent, Uzbekistan (UzDaily.com) — On 27 March 2026, the President of the Republic of Uzbekistan signed the law “On Legal Experiment”, previously adopted by the Legislative Chamber on 1 July 2025 and approved by the Senate on 18 December 2025.

The law establishes procedures for organizing, conducting, and evaluating legal experiments, and identifies the competent authorities authorized to adopt normative-legal acts within the scope of such experiments.

A legal experiment can last from six months to three years. A unified registry of legal experiments will record information about the organization, progress, and results of each experiment.

Experiments are conducted within a defined territory and/or among specific groups of participants for a set period.

Upon completion, the competent authority decides on the applicability of the normative-legal act or experimental provisions: they may be recognized as fully applicable without restrictions on time, territory, or participants, or deemed unsuitable for implementation. The law also allows for the extension of experiment periods if necessary.

The new legislation will enter into force three months after its official publication.
