Uzbekistan Eases Managerial Liability for Licensing Violations

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan is easing liability for company managers regarding violations in the area of licensing and permitting procedures. The relevant provisions are outlined in a decree signed by President Shavkat Mirziyoyev on November 14, which also introduces the “Start a Business in 15 Minutes” principle.

The decree establishes a simplified procedure for obtaining licenses and permits. From March 1, 2026, entrepreneurs submitting applications through the “License” system will be able to use a voluntary preliminary assessment.

Government authorities will analyze data regarding the planned use of buildings, facilities, equipment, and hired personnel to verify compliance with established requirements.

Following the assessment, the applicant will receive an official conclusion. The evaluation period is limited to 20 days, and its cost must not exceed the fee for processing the license or permit itself.

From the same date, the procedure for managerial liability for violations of licensing, permitting, and notification requirements will change: when a fine is imposed on an enterprise, administrative penalties against company officials will be excluded.

Thus, sanctions will apply only to the company, while measures affecting the manager will be determined by the regulatory authority itself.
