Uzbekistan Competition Committee Resolves 2,000 Housing Complaints

Tashkent, Uzbekistan (UzDaily.com) — In 2025 and during January–February 2026, the Competition Committee of the Republic of Uzbekistan received 2,057 appeals from citizens related to the construction of apartment buildings. An analysis of these complaints revealed systemic issues within the residential construction sector.

By the end of 2025, more than 1,700 appeals were registered. Among them, 708 cases (33.8%) concerned violations of construction quality, 693 appeals (33.1%) involved delays in the transfer of housing beyond the deadlines specified in contracts, 278 cases (13.5%) pertained to the unjustified collection of fees for additional services, and 27 appeals (1.3%) covered other construction-related issues.

In the first two months of 2026, more than 350 complaints regarding similar problems during apartment purchases were received.

One notable example involves citizen Sh.F. from the Surkhandarya region, who entered into an agreement to purchase an apartment in a building under construction in Tashkent and transferred nearly 1.4 billion soums. The developer, "S.R." LLC, failed to deliver the apartment on time, and the construction was found to have violations. Following a review of the appeal, the Committee ensured the full return of the paid amount to the citizen.

As a result of efforts spanning 2025 and early 2026, 1,529 appeals (74.3%) were satisfied, leading to the redistribution of nearly 24.4 billion soums in favor of consumers. The Competition Committee continues its systematic work to protect the rights of citizens within the housing market.

It should be noted that under the Law of the Republic of Uzbekistan "On the Protection of Consumer Rights," the state guarantees the observance of the rights and interests of citizens. Consumers hold a priority right to have their demands met within the framework of contractual relations with the seller, manufacturer, or executor.
