Uzbekistan Approves Rules for Banks on Syndicated Lending

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Justice of Uzbekistan has registered the Regulation on the Procedure for Granting Syndicated Loans by Banks (registration number 3730, on 18 December 2025).

A syndicated loan is a financial transaction in which multiple participants of a banking syndicate jointly provide financing to a borrower. Participants in the syndicate can include domestic and foreign banks, international financial organizations, as well as foreign legal entities authorized to issue loans under the legislation of their respective countries.

The lending process begins with the borrower submitting an application to a bank. The bank coordinates preliminary loan terms with the borrower and forwards a proposal containing full borrower information to the lead participants of the syndicate.

The syndicate is formed based on a written agreement among its members, outlining their rights, obligations, and the procedure for cooperation.

The new rules aim to streamline the process of providing joint loans and increase transparency in interbank cooperation when financing large-scale projects.
