Uzbekistan Approves Procedure for Pledging Agricultural Land Lease Rights as Loan Collateral
Tashkent, Uzbekistan (UzDaily.com) — By government resolution dated 30 September 2025, Uzbekistan has approved a regulation establishing the procedure for pledging lease rights to agricultural land as collateral for loans.
According to the document, a lessee may pledge lease rights to a land plot without the landlord’s consent only in cases explicitly provided by law or the lease agreement. The terms for granting a loan secured by such a pledge are determined by the credit institution independently, in accordance with its internal regulations.
The bank or other credit institution evaluates the lease rights as collateral based on the lease term and the land’s market value. The lease term must exceed the loan repayment period by at least five years.
State registration of the lease pledge is carried out by district or city branches of the Chamber of State Cadastres.
In the event of the pledgor’s liquidation, the creditor (pledgee) gains the right to enforce early recovery against the pledged asset — the lease rights to the agricultural land plot.
