Uzbekistan Approves Procedure for Issuing Preferential Loans to Families from the “Registry of Poor”

Tashkent, Uzbekistan (UzDaily.com) — By Government Resolution No. 612 dated 30 September 2025, the Regulation on the Procedure for Providing Loans to Families Included in the “Registry of Poor Families” has been approved.

The document outlines the mechanism for providing preferential loans through the Joint-Stock Company “Halk Bank” and JSCB “Microcreditbank” under the “From Poverty to Prosperity” program. These loans are intended for the purchase of laptops, small production equipment, mobile shops, motor scooters, scooters, and other essential assets required for entrepreneurial activities.

Applications for loans can be submitted by borrowers independently or with the assistance of the local “mahalla seven” through a dedicated online platform. Applications are reviewed within one working day based on a scoring assessment.

The responsible official studies the application within five working days, including a site visit, after which a photo report and a conclusion on granting the loan or a reasoned refusal are uploaded to the platform.

Loans are issued under conditions established within the Family Entrepreneurship Development Programs, with an interest rate margin. The purchase of a laptop costing up to 15 million soums is available on a loan of up to five years, including a two-year preferential period. For the acquisition of essential assets costing up to 30 million soums intended for starting entrepreneurial activity, the loan term is up to five years with installment payment options.
