Uzbekistan Approves New Rules for Issuing Bank Cards

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Justice of the Republic of Uzbekistan has registered the order “On Amendments and Additions to the Regulation on the Procedure for Issuing and Circulating Bank Cards in the Territory of the Republic of Uzbekistan” (registration No. 3294-3 dated 11 November 2025), establishing new rules for the issuance and use of bank cards.

According to the document, the range of bank card types has been expanded based on user categories.

Specifically, business bank cards are introduced for individual entrepreneurs and self-employed persons, enabling them to manage funds in their accounts more efficiently. A social bank card is also introduced, intended for receiving and using social and other government payments.

Additionally, the regulation establishes the procedure for issuing pre-activated personal cards, which can be activated through mobile applications after completing the identification process.

A significant innovation allows minors aged 14 to 18 to independently open bank cards in commercial banks. For children under 14, this is permitted only with written consent from one parent or a legal guardian.

The document also provides for legal entities to pay for drinking and wastewater services using corporate bank cards.
