Uzbekistan and Mongolia Strengthen Cooperation in Agriculture and Food Security

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a resolution titled "On Measures to Implement Agreements in the Agricultural and Food Sectors Reached During the High-Level Visit to Mongolia."

The document aims to carry out agreements made during the President’s state visit to Mongolia on 24–25 June 2025, and outlines a comprehensive set of initiatives to deepen bilateral cooperation in agriculture and food security for the period of 2025–2026.

One of the key provisions is the import of 100,000 head of small ruminants from Mongolia to Uzbekistan, with plans to scale this number to one million by 2029. Additionally, the two countries will launch wool and cashmere processing facilities, with an eventual focus on the production of finished goods.

Special emphasis will also be placed on expanding the export of Uzbek fruit and vegetable products to Mongolia. A tenfold increase in deliveries is projected over the next few years, with a steady positive growth trajectory.

Both nations agreed to enhance knowledge exchange and organize joint professional development programs for agricultural specialists. From August 1, 2025 to December 31, 2027, 50% of air transportation costs for livestock importers will be reimbursed from the state budget. Tax incentives are also planned — including VAT payment deferrals without collateral or interest.

To support entrepreneurs, preferential loans will be available for up to five years, including a two-year grace period, at an annual rate of 10%. Up to 50% of the collateral may be covered using insurance mechanisms. Additionally, financial support for livestock imports will be provided from the Veterinary Services and Livestock Development Fund.

The imported livestock will be distributed across Uzbekistan’s regions. Regional administrations are required to submit lists of interested entrepreneurs within one week.

In Mongolia, a series of promotional efforts are planned, including "Products of Uzbekistan" fairs in major shopping centers, the opening of a permanent exhibition booth for Uzbek goods in Ulaanbaatar, the establishment of a Uzbek-Mongolian Trade House, and a business delegation visit from Mongolia to Uzbekistan.

Uzsanatexport JSC will oversee the centralized import of fine wool and cashmere for local textile manufacturers. A wool processing plant with participation from Mongolian experts is expected to be launched by the end of 2026.

By the same deadline, Uzbekistan will supply Mongolia with 10,000 saplings of cold-resistant, high-yield fruit trees and establish a 15-hectare intensive orchard. Starting from the 2026/2027 academic year, joint master’s degree programs will be launched between Tashkent State Agrarian University and the Mongolian University of Life Sciences.
