Uzbekistan adopts programme for protection of population health

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan adopted a state programme on further strengthening reproductive health of population, protection of health of mothers, children and teenagers in Uzbekistan for 2014-2018.

The programme was approved with the resolution of the President of Uzbekistan Islam Karimov from1 August 2014.

The resolution said that Uzbekistan carries out wide-scale woks directed at strengthening of reproductive health of population, strengthen material-technical base and cadre potential of medical establishments, rendering medical aid to mothers and children, introduction of modern methods of diagnosis, treatment and prevention of diseases among women, children, and teenagers.

In 2009-2013, obstetrical medical establishments were equipped with modern equipment and modern perinatal centers were created in Andijan, Navoi, Samarkand, Surkhandarya, Syrdarya, Tashkent, Ferghana and Khorezm regions. Over 1.5 million pregnant women in rural areas received polyvitaminic complexes due to resources of the state budget.

In last five years, number of children born with congenital malformations decreased by 1.3 times. Number of children with acute respiratory viral infections among children aged 6 - 15 years decreased by 9.7%, pneumonia - by 49.1%, bronchitis - by 32.8%, and scoliosis - by 32.7%.

The document said that there are need for further strengthening complex preventive and treatment-diagnostic measures to prevent congenital and hereditary diseases, improving system of patronage maternal and child health, especially in rural areas, strengthening material-technical base of pediatric and maternity hospitals.

President of Uzbekistan Islam Karimov approved the state programme on further strengthening reproductive health of population, protection of health of mothers, children and teenagers in Uzbekistan for 2014-2018.

The programme is directed at ensuring wide and equal access of population to quality medical services on strengthening reproductive health of population, protection of health of children, mothers and teenagers at all levels of healthcare system.

It also envisages improvement of medical-social rehabilitation of children with developmental disabilities, rehabilitation of children and adolescents with disabilities, creation of necessary conditions for their full participation in society.

The programme stipulates measures to strengthen potential of medical cadres in protection of maternity and childhood at all level of medical aid, further develop modern infrastructure to provide qualified specialized and high technological media aid to mothers and children, etc.

Uzbek leader entrusted Ministry of Healthcare, local administrations, all ministries, execution bodies to ensure full implementation of the state programme.

The programme includes 40 projects. It is planned that some 205.3 billion soums and US$206.4 million will be directed to implementation of these measures.

Uzbekistan plans to direct 190.5 billion soums and US$8.1 million from budget and off-budget funds. Executors and charity organizations will direct 14.8 billion soums and US$15.7 million to realization of the programme.

Uzbekistan intends to attract financial resources of international organizations, financial institutions and grants for US$182.6 million.

Within the progamme, it is planned to improve quality of medical services and educational programmes, expand vaccination of children, construction and equipment of hospitals, etc.
