Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree approved the National Human Rights Strategy of the Republic of Uzbekistan. This was reported by the press service of the National Center for Human Rights of the Republic of Uzbekistan.
Its adoption, as noted in the document, will be aimed at further improving the mechanism for protecting human rights and freedoms, ensuring the implementation of the Strategy of Action in the five priority areas of the development of the Republic of Uzbekistan in 2017-2021, as well as the effective and timely implementation of the tasks set out in the Message of the President of the Republic Uzbekistan from 24 January 2020.
It is noted that Uzbekistan is currently a party to more than 80 international human rights treaties, including 6 core UN treaties and 4 Optional Protocols, and regularly submits national reports on their implementation to the UN Human Rights Council and treaty committees.
At the same time, there is a need for a long-term strategy in the field of human rights, the role of which will now be played by the National Human Rights Strategy of the Republic of Uzbekistan. This will contribute to the effective implementation of state policy in this area, the formation of a respectful attitude to human rights and freedoms, further increase the country's authority in the international arena, including improving the position of the Republic of Uzbekistan in economic and political-legal ratings and indices.
In the Decree, the main areas of activity of state bodies and organizations of the country responsible for the implementation of international human rights instruments are defined:
- ensuring the unconditional implementation of national action plans (“road maps”) aimed at implementing the recommendations of international organizations for the protection of human rights;
- identification, analysis and elimination of causes and conditions that impede the implementation of recommendations of the statutory bodies and the UN treaty committees;
- implementation of effective cooperation with the Public Chamber under the President of the country and civil society institutions in the implementation of international obligations of the Republic of Uzbekistan in the field of human rights.
To implement the National Human Rights Strategy of the Republic of Uzbekistan, the Road Map has been approved, which includes 78 activities in five areas.
The Presidential Decree also entrusted the National Center for Human Rights with regular monitoring of the implementation of activities by relevant ministries and departments with the provision of relevant proposals and recommendations, as well as informing the public through the publication on the website of detailed information that reflects clear indicators and results achieved in the implementation of the National Strategy for human rights.
The Breastplate “For the Protection of Human Rights” is also established, awarded annually on International Human Rights Day for services to protect human rights and enhance the culture of human rights.
