Uzbekistan adopts measures to protect citizens, working abroad
Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree “On measures to further strengthen the guarantees of protection for citizens of the Republic of Uzbekistan who are engaged in temporary labor activities abroad and members of their families” was adopted.
The decree envisages:
in 2020, to allocate to labor migrants in need of better housing conditions- 3,462 flats in apartment buildings as part of the implementation of state housing construction programs;
Introduce a mechanism for paying migrant workers payments on loans received in the Republic of Uzbekistan in Russian rubles through the "Asia Invest Bank" Joint Stock Company and other Russian partner banks, including settlements via electronic payment systems.
from October 1, 2019:
the practice of providing microloans for a period of 1 year will be introduced, with the accelerated execution of its issuance within 1 banking day with a package of documents (passport, application and application of the labor authority) for the payment of expenses related to employment abroad, in the amount of 2 million. soums, in 2019–2020 - at a rate of 10% and in 2021. - 12%;
insurance companies will be provided with one time subsidies to cover the amount of the insurance premium for life and health insurance of citizens and other risks during the period of their temporary work abroad 1 time per year in the amount of 50 thousand soums for each insured labor migrant.
According to the decree:
A Republican Commission on External Labor Migration will be formed;
Also, a Department for the protection of the rights and support of citizens of the Republic of Uzbekistan engaged in temporary labor activities abroad was created in the structure of the Cabinet of Ministers of the Republic of Uzbekistan;
Until 1 October 2019, within the framework of the information system “Unified National Labor System” being developed, the “labor-migration” software package will be introduced;
The loans, subsidies, microloans and apartments provided for in the Decree will be provided to labor migrants registered in the labor-migration software package.
