Uzbekistan adopts measures to improve sanitary cleaning in settlements
The document was adopted to implement complex of measures on improving level and quality of population’s life, sanitary and ecologic situation in places, effective organization of cleaning of garbage in the places.
The resolution said that Uzbekistan gradually adopts measures on creating decent housing and social conditions for population, modernization of road-transport and engineering-communication infrastructure, water supply, etc.
The document underlined that there are problems with cleaning solid waste in cities and districts of Uzbekistan. There are problems with cleaning of solid waste in all settlements. The waste cleaning companies have shortage of special equipment and there are not enough waste collection points in the places.
The Government set new tasks for the organizations, responsible for cleaning solid waste in the regions of Uzbekistan.
The Government also entrusted responsible organization to carry out inventory of individual and legal entities, using services of sanitary enterprises and sign agreement with them. They also should levy existing debts.
The document also called to introduce automated system on accounting of the volume of services and subscribers of the organizations. It is planned to introduce Billing software in the sector.
The Government entrusted ministries and departments, as well as local administrations to select places and allocate lands for creation of sanitary landfills and garbage collection points within three months.
The document said that specialized sanitary cleaning organizations will clean garbage in cities and districts, while accomplishment departments in urban villages and rural areas.
The resolution also approved programmes on equipping specialized organizations of sanitary cleaning and accomplishment departments with special equipment for 2014-2015.
The document also approved programmes on construction of garbage collection points and equipment them with containers in settlements of Uzbekistan for 2014-2015 and improving existing and new solid waste management and equipment them with new special equipment for 2014-2015.
According to the resolution, the specialized sanitary cleaning organizations in the cities of Uzbekistan will purchase 237 garbage trucks, working on gas, in 2014-2015. It is planned to purchase 149 trucks in 2014 and 92 trucks in 2015.
District accomplishment districts will receive 998 garbage trucks in the reporting period, of which 222 units will work in diesel fuel and 776 units in gas.
The resolution underlined that 400 trucks will be delivered to district accomplishment departments in 2014 (89 diesel and 311 gas trucks) and 598 units in 2015 (113 diesel and 465 gas trucks).
In 2014-2015, it is planned 52,792 garbage collection points – 21,117 in 2014 and 31,675 in 2015. At the same time, it is planned equip 12,540 garbage collection points with containers with the capacity of 0.75 cubic meters (5,015 in 2014 and 7,527 units in 2015).
Uzbekistan is planning to accomplish 128 landfills in 2014-2015. It is planned to install metal nets at landfills.
It is planned to purchase 133 units of bulldozers, 104 units of excavators, 137 units of ISUZU trucks, 137 units of truck scales for landfills of the accomplishment departments.
The landfills of the specialized sanitary cleaning organizations will be also improved. Some 35 landfills will be protected with metal grids in 2014-2015.
These organizations will purchase 32 units of bulldozers, 25 units of excavators, 38 units of ISUZU trucks, 38 units of truck scales for their landfills.
In 2014-2015, it is planned to construct 17 landfills for solid waste for cities and districts with total area of 42 hectares and 107 mini-landfills for rural areas with total area of 59.5 hectares. They will be created under accomplishment departments.
According to the resolution, 17 bulldozers, 17 excavators, 17 ISUZU trucks, 15 truck scales will be purchased for them.
These measures will be financed due to resources of the State Budget of Uzbekistan and loans of commercial banks of Uzbekistan.
