Uzbek Thermal Power Company Reports Strong Growth in Production and Investment

Tashkent, Uzbekistan (UzDaily.com) — JSC “Thermal Power Plants” continues to play a pivotal role in Uzbekistan’s energy sector, supplying a significant portion of the country’s electricity and heat.

In 2025, the company’s facilities produced 30.3 billion kWh of electricity, exceeding planned targets by 2.8 billion kWh, achieving 110% of the production plan. Thermal energy output reached 9.5 million Gcal, fully meeting established benchmarks.

As part of ongoing investment projects, US$583.84 million was utilized, representing 110.1% of planned expenditures. Priority was given to modernizing energy infrastructure and adopting advanced energy-efficient technologies.

Under the participation of President Shavkat Mirziyoyev, new generating capacities were commissioned, including combined-cycle units with a total capacity of 1,065 MW at the Talimarjan Thermal Power Plant, and a 100 MW modern gas-piston power plant at the 4th Thermal Center in Tashkent’s Yunusabad district. Construction continues on a third combined-cycle unit of 650 MW at the Navoi Thermal Power Plant.

To enhance heating reliability for residents, local cogeneration projects are being implemented. In the “Uzgarish” neighborhood of Sergeli district, a modern energy-saving cogeneration plant was commissioned, featuring a 2.3 MW gas-piston unit and two Bosch boilers. The project is expected to reduce heat loss by up to 90%, generate an additional 18.4 million kWh of electricity and 46,000 Gcal of heat, and save up to 220 million cubic meters of natural gas annually. Similar projects are planned in seven other districts of Tashkent.

Ahead of the 2025–2026 autumn-winter period, maintenance was completed on 35 energy units, increasing installed capacity by 59 MW and boosting boiler productivity by 45 tons per hour.

Significant progress has also been achieved in corporate governance and strategic development. The company was among the first in the country to implement international standards and received certifications in information security (ISO 27001), anti-corruption (ISO 37001), energy management (ISO 50001), occupational safety (ISO 45001), and environmental management (ISO 14001).

Following an audit by Deloitte, Fitch Ratings confirmed the company’s credit rating at “BB” with a stable outlook on March 16, 2026, aligning it with the sovereign rating of Uzbekistan. The corporate governance system scored 874 points in 2025, demonstrating a high level of compliance.

Human capital development remains a priority, with over 7,000 employees completing professional training in 2025. Additionally, 88 specialists participated in international programs in Russia, China, Türkiye, Kyrgyzstan, and Japan.

The company continues to strengthen compliance and anti-corruption measures, governed by 12 internal regulatory documents aligned with ISO 37001:2016. Its anti-corruption efforts earned a score of 77 on the E-Anticor.uz platform, classified as “good” (green level).

JSC “Thermal Power Plants” also emphasizes environmental and social responsibility. Its international ESG rating reflects commitment to sustainable development, enhanced ecological responsibility, improved social policies, and modern corporate governance standards.
