Uzbek Tax Committee: Installing Paynet Xolis App for Individual Entrepreneurs and Self-Employed is Voluntary

Tashkent, Uzbekistan (UzDaily.com) — The Tax Committee of Uzbekistan has clarified the position regarding the installation of the Paynet Xolis mobile application by individual entrepreneurs and self-employed persons.

The committee emphasized that the app was created to foster a transparent business environment and encourage entrepreneurs to voluntarily transition into the formal sector.

Tax authorities, together with relevant ministries and other payment organizations, continue developing digital platforms.

According to Resolution No. 247 dated 12 August 2025, all platforms must be integrated with the tax authorities’ information systems, and organizations developing them must not be users of special tax regimes or residents of the Software Products and IT Technology Park. Paynet JSC is not a resident of this park.

The committee noted that payment organizations that are park residents are prohibited from providing services to entrepreneurs and self-employed individuals under special tax regimes.

Entrepreneurs are advised to install Paynet Xolis voluntarily.

In cases of being forced to install the app, taxpayers may contact the short number 1198 or reach out to local tax authorities.

The goal of the committee is to promptly inform businesses about new opportunities and ensure conditions for legal and transparent operations.
