Uzbek President Visits the Law Enforcement Academy

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev reviewed the new facilities and educational and research activities of the Law Enforcement Academy.

The Academy was established on the basis of the General Prosecutor’s Academy in accordance with the Presidential Decree of November 28, 2022, “On the Implementation of a Qualitatively New System for Training Qualified Personnel in Criminal Investigation.” In a short period, the institution has transformed from a narrowly specialized institute into a full-fledged higher education and research center with a continuous education system, preparing specialists for the prosecutor’s office and investigative bodies using a unified approach.

The teaching and administrative staff consists of highly qualified professionals with practical experience in the prosecution service, law enforcement agencies, and scientific and expert organizations.

In recent years, the Academy’s infrastructure has been significantly expanded: a new five-story administrative building, a modern cafeteria, a dormitory, and a co-working space for students have been built. The conference hall and library have been fully renovated, and two academic buildings and two student dormitories have undergone major reconstruction, doubling student capacity. Construction of indoor and outdoor sports complexes is ongoing.

To ensure a strong link between theory and practice, 12 specialized facilities have been established, including forensic training grounds, mock trial rooms, interrogation and identification rooms with a Gesell mirror, a cyber training center, darknet laboratories, and forensic laboratories.

The Academy has implemented a two-tier higher education system—bachelor’s and master’s programs. Since the 2023/2024 academic year, bachelor’s programs have been offered in “Investigative Activities” and “Prosecutorial Activities.” Starting next year, a new “Cyber Law” program will prepare “cyber prosecutors” and “cyber investigators.”

The master’s program trains specialists in “Investigative Activities” and “Prosecutorial Activities,” as well as unique fields for the national system—“Anti-Corruption Activities” and “International Human Rights Law.” From the 2025/2026 academic year, master’s degrees will also be offered in “Legal Support of Cybersecurity.”

The Academy has introduced a continuous professional development system for prosecutors and investigators at least once every three years. A new framework has been established for retraining management personnel, initial specialization of newly recruited staff, and retraining of investigators and inquiry officers. Distance and blended learning courses, elective models, personalized educational trajectories, and artificial intelligence technologies—including virtual assistants and digital simulation videos reflecting real investigative scenarios—are used.

For free legal assistance to the public, a legal clinic and a dedicated electronic platform operate, where students, under the guidance of experienced professionals, gain practical experience.

A Scientific and Educational Center for Anti-Corruption has been established to train master’s students and provide methodological support to the dissertation council. The Academy also hosts a Research Institute of Digital Forensics, created last year to combat cybercrime and train qualified specialists. In the modern cyber laboratory, 439 complex digital studies and expert examinations have been conducted, leading to the resolution of 189 cybercrimes.

The Academy’s project office, in collaboration with experts from the United States, Japan, Germany, South Korea, Russia, Slovenia, and Sweden, implements more than 15 projects. The scientific council of the Academy covers 10 research specialties, with the anti-corruption council being the only one of its kind in the country. Over three years, the Academy’s scientific capacity has grown from 26% to 67%.

President Mirziyoyev visited specialized mock trial and interrogation facilities, as well as other classrooms and the modern information resource center, and held discussions with Academy students.
