Uzbek President signs law “On preventing violations”
Legislative Chamber of Oliy Majlis passed the law on 30 October 2013 and Senate approved it on 10 April 2014. The document will came into force after three months from the date of its official publications (published on 15 May 2014).
The law regulates relations in sphere of preventing law violation. It consists from 7 chapter and 51 articles.
The document directed at improving legal mechanism of preventing law violation, increasing efficiency of subjects of preventing violations, including law enforcement bodies, unification of legal norms, etc.
The law will form single legal base in preventing law violations and help to ensure rule of law in places, create effective mechanisms of preventing violations and ensuring public order, protecting interests and rights of the citizens.
The law determines main principles of preventing law violation as legality, humanity, individual approach, etc.
Interior Affairs bodies, prosecutor bodies, National Security Services, justice bodies, state customs service, state tax committee, bodies on labour and social welfare, educational bodies and others were determined as organizations, which carry out work on preventing law violations.
Cabinet of Ministers of Uzbekistan coordinates work of these bodies, while state bodies in place coordinate work on preventing law violation in their corresponding regions.
The coordination council on preventing law violations will be created under the prosecutors bodies to ensure efficiency of the works.
According to the law, self-governing bodies will participate in implementation progammes on preventing law enforcement and conducted public control on execution of the law on preventing law violations.
They also will help law enforcement bodies to ensure public order, organize exit and entry of the citizens, prevent violations of the law by under ages and protection of their rights.
They also help to prevent activities of unregistered religious organizations and ensure rights of citizens in faith, etc. NGOs can also participate in preventing violation of laws.
The law bans to limit rights, interests and freedoms of persons, disgrace persons, violate secrecy of private life, communication, etc.
